Industrial process related emissions reduction research in the Forest Products industries, source emission measurements for air pollutants, mobile instrumental analysis lab, and the design and fabrication of environmental testing equipment.

 

Experience

 

Mr. Cloutier joined Koogler and Associates, Inc. of Gainesville in August 2001 as Technical Manager of Field Services.  Prior to that, Mr. Cloutier held the position of Research Associate at the National Council for Air and Stream Improvement, NCASI, during the period 1987-2001.  NCASI is an environmental research organization funded by the Pulp, Paper and Forest Products industries.

 

Previous experience includes Project Manager for Wood Products Maximum Achievable Control Technology (MACT) sampling program to evaluate control technology for hazardous air pollutants.  Field testing for Pulp and Paper MACT; broad industry process emission screening study involving more than 200 process emission locations.  Specific responsibilities during these projects included writing draft test reports based on field and laboratory water and air emissions testing, development of test methodology, design of environmental testing equipment, supervision and training of support personnel for emissions testing, and conducting quality control and quality assurance activities to ensure validity of data and analysis.

 

Prior to NCASI activities included laboratory and field experiments and testing to evaluate factors affecting pollutant generation and discharge, operation of laboratory analytical instruments including Gas Chromatographs (GC) and GC-Mass Spectroscopy as well as wet chemistry techniques.
